Virginia Code §46.2-1052 applies uniformly in Richmond City, Chesterfield County, Henrico County, and throughout the Greater Richmond region. No local ordinances vary the state requirements. The same standards apply on I-95 through downtown Richmond, on the Powhite Parkway, and on Route 60:

  • Front side windows: must allow more than 50% VLT
  • Back side windows: must allow more than 35% VLT
  • Rear window: must allow more than 35% VLT
  • Windshield: non-reflective tint above AS-1 line only

Richmond Enforcement Agencies

The Richmond Police Department, Virginia State Police (Area 4 covers the Richmond area), Chesterfield County Police, and Henrico County Police all enforce tint violations. The I-95/I-295 interchange and downtown Richmond corridors see the most traffic-stop activity. Richmond also has significant commercial vehicle inspection activity that may flag civilian vehicles with non-compliant tint.

Medical Conditions Common in the Richmond Area

Richmond's healthcare infrastructure — VCU Health, HCA Virginia, and Bon Secours — serves a significant patient population with qualifying conditions. Richmond's role as a state capital also means its workforce includes many office professionals prone to screen-related photosensitivity and migraine conditions.

  • Photophobia and migraines — high prevalence among office/government workforce
  • Lupus — VCU Health's rheumatology department treats a large lupus population
  • Glaucoma and cataracts — significant elderly population in the Richmond metro
  • Multiple Sclerosis — VCU's neurology center treats a large MS population
